Web Hosting - Servers - Linux and Windows:Media file hosting

I desire any server with root access, or even without root access if large files may be stored on it and the bandwidth is reasonable in cost/limits. I presently use two servers, one of which is 50 GB space with 2 TB bandwidth per month in a Windows 2003 cloud. It would be wonderful to upgrade to something stronger, with more computing power, ideally with four core processing and maybe four GB of RAM. I need root access because of the language I use is EXE files, which are very powerful but that power is not without sacrifice for security, so most hosts won't allow EXE files be set to execute except with root access on a dedicated or cloud server. As my profile suggests, I will value a server with permission for me to program it and run applications and scripts I code myself.
